This occurs if you have the general commentary but lack the "Map" files for player callnames. Ensure you download the full "Collection" rather than just the basic voice pack.
If you can't select English in the in-game settings, it usually means the .big files are missing from the directory or the locale.ini doesn't list English as an available option.
Locate the data folder and back up any files ending in .big or .bh .
